Biopolitics and Biopower in the Context of Epidemics
Abstract
Epidemics have always provided a fertile ground for the manifestation of biopower, in the sense defined by Michel Foucault as the set of techniques through which the state administers the life of the population. In contemporary theories, the response of states to major epidemics is often analyzed through the concept of a state of exception and biosecurity. Anti-epidemic measures in recent years have involved the most extensive restriction of rights and freedoms in the post-war era, balancing the right to life and health of the collectivity with individual rights. In this article, I will argue that the extension of the theoretical framework of biopolitics and geopolitics to the case of epidemics confirms the idea that biopolitical and geopolitical discourses support and condition each other.

Rezumat
Epidemiile au oferit dintotdeauna un teren propice manifestării biopoliticii și bioputerii, în sensul definit de Michel Foucault ca ansamblul de tehnici prin care statul administrează viața populației. În teoriile contemporane, răspunsul statelor la marile epidemii este adesea analizat prin conceptul de stare de excepție și cel de biosecuritate. Măsurile anti-epidemice din ultimii ani au implicat cea mai amplă restrângere a drepturilor și libertăților din epoca postbelică, punând în balanță dreptul la viață și sănătate al colectivității cu drepturile individuale. În acest articol voi argumenta că extensia cadrului teoretic al biopoliticii și geopoliticii la cazul epidemiilor confirmă ideea că discursurile biopolitice și geopolitice se susțin și se condiționează reciproc.
